A RESOLUTION

NAMING THE PEDESTRIAN IMPROVEMENTS ON THEALAMEDA STREET BRIDGEIN HONOR OF GORDON LINTON AND ROBERT (BOB) JONES

WHEREAS,the RTA is completing the pedestrian improvements on the Alameda Street Bridge which will create an “Automobile-Free Zone” that > will prohibit the entry of traffic onto the bridge and consist of a decorative open structure with pedestrian railings, pedestrian lighting, landscaping and irrigation, together with ADA compliant ramps/crosswalks/sidewalks; and

WHEREAS,the Project is part of the Livable Communities Initiative (LCI) Program to provide funding to transit grantees across the United States to bridge transit systems and communities into a more cohesive unit improve neighborhoods and the business climate; and

WHEREAS,the Project was a collaborative effort between the RTA, the City of Corpus Christi, the Texas Department of Transportation, and Northside community groups in planning improvements specifically designed to address the needs of the Northside Community and provide a needed link to the Staples Street Station and the rest of the downtown area; and

WHEREAS,the Livable Communities Initiative was promoted by former Federal Transit Administration (FTA) Administrator Gordon Linton who, through his vision and leadership desired to provide the opportunity for neighborhood leaders to plan their communities with transit as an integral part in accomplishing the following goals:

· Improve access to transit systems;
· Consider land use and transportation with a holistic approach;
· Create community partnership allowing funds to be combined and leveraged;
· Promote the technological innovations to produce more efficient, and community responsive transit service; and most importantly;
· Assure community involvement, particularly for groups and individuals who historically have not been in transportation decision-making; and

WHEREAS,Former Administrator Linton took a particular interest in the Corpus Christi RTA selecting it as one of twenty-one agencies across the nation to participate in the Livable Communities Initiative program in 1996, awarding grants exceeding $3 million for projects including transportation improvements for the Oveal Williams Senior Center, the Staples Street Station, the Six Points Transfer Station, and the Port Ayers Transfer Station improvements, and visiting Corpus Christi personally to make the announcement of the award of LCI funding for the Alameda Street Bridge Pedestrian Improvements; and

WHEREAS,Former RTA Board member Robert “Bob” Jones was instrumental in Corpus Christi being chosen for this tremendous opportunity, working tirelessly with staff to ensure that the RTA received funding for much needed improvements in Corpus Christi and surrounding areas, and through his lobbying efforts in Washington, D.C., he was able to convince the FTA and legislative officials to fund not only Corpus Christi’s LCI projects, but also an economic development grant for Robstown to improve its downtown area; and

WHEREAS,Mr. Jones’ eight-year legacy at the RTA from July 1994 to June 2002 does not rest alone with his contributions to the Livable Communities Initiative but also reflects his vision of public transportation as a vital part of the infrastructure, no different from streets, drainage, and services such as police and fire, recognizing that if any part of a community’s infrastructure was inadequate, the entire population would feel the pain; and

WHEREAS,the Alameda Street Bridge Pedestrian Improvements could not have happened without the initiative of these two dynamic leaders, Former FTA Administrator Gordon Linton and Former RTA Board member Robert “Bob” Jones;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE REGIONAL TRANSPORTATION AUTHORITY:
RESOLVED,that the RTA commends Former FTA Administrator Gordon Linton and Former RTA Board member Robert “Bob” Jones for their efforts in promoting public transportation on a national and local level, and acknowledges the indelible mark that they have left on local communities, particularly Corpus Christi and surrounding areas; and

RESOLVED,that the Alameda Street Bridge Pedestrian Improvements be named in honor of Former FTA Administrator Gordon Linton and Former RTA Board member Robert “Bob” Jones, and that a commemorative plaque acknowledging such naming of the Improvements and their vision and tireless efforts in making them happen in Corpus Christi be unveiled at the dedication of the Improvements later this year.

DULY PASSED AND ADOPTED this 10th day of August, 2005.
